Naslov Open, self organising repository for scientific information exchange
Opis Razvoj interneta je sprožil pomembne spremembe v načinu dostopa do znanstvene literature. Pod vprašaj postavlja uveljavljen način znanstvenega objavljanja, kjer avtorji zastonj odstopijo dela založniku, njihovi kolegi jih zastonj recenzirajo, založbe pa jih potem v zelo dragih revijah in monografijah prodajajo tem istim znanstvenikom. Empirične raziskave kažejo, da se manjša delež takega gradiva in veča pomen dostopnih elektronskih objav. To smo študirali v okviru projekta IST-FP5 SciX, ki smo ga tudi koordinirali. Z delavnico v Ljubljani smo ga uspešno zaključili. Sodelovali so Swedish Business School of Finland, Icelandic Building Research Institute, Indra (Španija), Technical University of Vienna (Avstrija), Inštitut FGG (Slovenija) in University of Salford (Velika Britanija). Izdelan je bil formalni procesni model znanstvenega objavljanja, ki je pokazal, da se ustvarjalni procesi znanstvenega dela ter kontrolni procesi objavljanja odvijajo v organizacijah s popolnoma nasprotujočimi si cilji. To postavlja pod vprašaj prost dostop do znanja na eni in avtonomijo znanosti na drugi strani. Ob analizi ovir pri prehodu iz zaprtega sistema znanstvenega objavljanja v odprt sistem smo ugotovili, da lahko največ pomagajo strokovna združenja. Razvili smo programsko opremo za podporo različnim oblikam odprtega objavljanja, kot so organizacijski arhivi, tematske knjižnice, recenzirane revije in konference. Description With the final workshop in April 2004 in Ljubljana the project SciX came to a successful end. We coordinated an excellent team including the Swedish Business School of Finland, Icelandic Building Research Institute, e-business company Indra (Spain), Technical University of Vienna, the FGG Institute (Slovenia) and the University of Salford (UK). The process model analysis defined a formal model of scientific publishing and identified the key barriers. It was found out that it is the learned societies and professional institutes that could make a difference in the transition from closed, commercial scientific publishing, towards open access scientific publishing. Software to support various kinds of open publishing such as organizational archives, topic libraries, peer reviewed journals and conferences was developed in the project and implemented in services such as CUMINCAD (figure above). The SOPS package (SciX Open Publishing Services) is available under an open source license, together with in depth reports from the project at www.scix.net.
